Reports presented to the I.E.B. from various entities and offices like the Office of the President and the Office of the Secretary-Treasurer also appear in the collection. Correspondence on planning the meetings and on various issues that Locals and Councils brought before the IEB appears as well. Resolutions, budgets, judicial panel hearing reports, and other miscellaneous material related to individual IEB meetings also appear in the collection.

History
The International Executive Board (I.E.B.) is the top level legislative and policy-making body within AFSCME, except when the convention is in session. It is responsible for interpreting the union’s constitution. The International Executive Board’s decisions are binding, taking full effect unless or until contravened by the convention. The I.E.B. holds legislative and policy making authority equal to that of the full convention, excluding the power to amend the constitution and power to act as final authority on legislative appeals. The International Board membership is comprised of the President, who serves as Chairperson, the Vice Presidents, and the Secretary-Treasurer.
The constitution requires the I.E.B. to hold at least four general meetings per year, including the requirement to meet immediately before and after biennial conventions. At each regular convention, the
I.E.B. reports to the delegates on Board activities since the last convention. It may also make recommendations regarding any proposal to amend the constitution. Meetings can be held on the call of
the President or a majority of board members. For a specific purpose or purposes, the International Board
may call a special convention at any time. All yearly budgetary figures are subject to review and revision
by the board.
There are four I.E.B. Committees. The Executive Committee is composed of five members of the Board,
including the Chairperson and Secretary-Treasurer. It has power to act on all matters, subject to approval at
the next I.E.B. meeting. The Finance Committee has
the authority to invest Federation funds in government
securities, subject to prior approval by the full Board itself. The PEOPLE Committee is the political arm of
AFSCME. It makes decisions regarding legislation and collective bargaining standards. The Committee on
Organization is created by the International Board from general membership. Its purpose is to review specific areas of policies and practices of the Federation, and to make recommendations to the International Board.
AFSCME International Executive Board (I.E.B.) AFSCME has had only three International Presidents in its history: Arnold Zander, President from 1935 to 1964, Jerry Wurf, President from 1964 until his death in 1981, and Gerald McEntee, whose presidency began in 1981.
The records of the I.E.B. are maintained by the Office of the Secretary-Treasurer. Materials in this
collection were pulled together from various shipments from the Office of the Secretary-Treasurer to make
a comprehensive record of the proceedings of the AFSCME I.E.B. Some IEB-related information can still be found in the Secretary-Treasurer’s records.

Materials are arranged chronologically, and are grouped by meeting location and date. The heading “proceedings” refers to various reports and documents presented to each board member at a particular meeting, often in 'book' format. These include the President’s Report, Secretary-Treasurer’s Report, hearings, statements, resolutions, correspondence, reports, and communications related to the I.E.B.
Acquisition
The records of AFSCME International Executive Board were placed in the Walter P. Reuther Library over a number of years.
